Why this rock is probably not a meteorite:

1) No fusion crust.  

2) The dark things are too irregular in shape to be chondrules, which would be round.  

3) In chondritic meteorites, the chondrules are lighter colored than the matrix.
  
What is it?

Can't tell from photo, but it resembles some kinds of terrestrial volcanic rocks.
