Why this rock is probably not a meteorite:

The coating is too thick and reddish for a meteorite fusion crust. A fusion crust this shiny (fresh) would likely show some flow features. The rock is rounder than is typical of a meteorite.

Also, meteorites don't often have such a symmetrical shape and there are no regmaglypts.
 
What is it?

Don't know, but its probably a terrestrial rock with a hematite coating, like no. 15 or it may be hematite thoughout. It would be useful to know the density.
