Why this rock is probably not a meteorite:

Because they're both circular. Meteorites aren't circular and so symmetric.

Regarding the one on the right, the finder speculated that "Perhaps as it fell it began to tumble is such a way that the metal moved to the center and then melted out."
What is it?

They're both manmade.
